PM76187: Cut and paste image in a requirement is not rendered from previous project template (WI 67721)

Error description

• Images copied/pasted from clipboard are lost when creating a
  project from template.  The artifact should be uploaded as an
  attachment if pasted from clipboard rather than attaching as
  encoded base64 content.

  The copy and paste of images into documents was incorrectly
  storing base-64 encoded image data rather than a link to an
  image resource managed by the server. The template
  processing was incorrectly handling this case as if the data
  were a url link.
  

Problem conclusion

• The template processing code will not perform link fixup if
  the img element contains encoded data rather than a resource
  url.
  Note that although the product has been fixed to no longer
  store encoded image data, this fix is necessary for
  pre-existing cases such as templates that were created prior
  to that fix being introduced. There is also a "repair" tool
  available from Support that will extract any encoded image
  data, store it on the server as an artifact and then update
  the reference using the url of the new image artifact.
