• Attempts to upload/create a project template using IBM Rational
  Requirements Composer fails with error 'CRRRW7291E'.

  When going to the Manage Project Properties page, and
  clicking the Project Templates tab, a multi-request is
  kicked off for operations. This multi-request includes a
  check for all operations, for all projects.  For this
  particular customer scenario, the multi-request included
  3700 requests and took 9 minutes to complete.
  For this usage scenario, we should not be trying to request
  all operations for all projects.
  

Problem conclusion

• This issue will be fixed in RRC 4.0.1. The fix will also be
  backported and made available in the 4.0.0.2 release.
