  The container does not create a new derived session when it
  gets a response without a to-tag. As a result, the response is
  not processed by the SIP container.
  

Problem conclusion

• Responses with no to-tag are now supported by the SIP
  container.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 8.0.0.6 and 8.5.0.2.  Please refer to the
