Error description

• Running arsmaint with the -v (validate cache parameter) will
  cause ARSSOCKD 0C4 abend
  
  CEE3204S The system detected a protection exception (System
           Completion Code=0C4) From entry point
           ArcCACHEP_ValidateFile at compile unit offset +000000F
           20501416.
  

Local fix

• Run arsmaint without the "-v" parameter.

  This resulted in parameters getting incorrectly passed to
  ArcCACHEP_ValidateFile, causing an S0C4 ABEND

• The correct version of ARNCSSM is shipped
