PM75978: 'ccmdb upgrade...' is crashing with Synergy 7.2.0.3 on windows

Error description

• configuration:
  -windows 2008 R2 64 bits
  -Rational Synergy 7.2.0.3
  This problem can be reproduced with Synergy 7.2.0.3
  This problem cannot be reproduced with Synergy 7.2.0.2.
  
  
  -We have a machine 'A' with Rational Synergy 7.1.0.5.
  -We pack the databases on this machine 'A'.
  
  -On a machine 'B' where there is no previous synergy
  installation, we install:
  ---Synergy 7.2
  ---then install the patch 7.2.0.3
  -We copy the database backups from machine 'A' to machine 'B'.
  -We unpack these databases on the machine 'B' (so using the
  Synergy 7.2.0.3 installation).
  -We run the 'ccmdb upgrade...' on those databases to upgrade
  them to Synergy 7.2.
  
  Result: The 'ccmdb upgrade..' failed with the engine error:
  'ccm_eng_inf.exe has stopped working'
  
  Expected Result:
  The database should be upgraded in 7.2.
