APAR status

• Closed as program error.

Error description

• There is some bad logic in SC$LOCK.  TCA7 is processing but
  TCA6 was posted. Adding a check at return from DMWAIT to check
  that this TCA was posted.  If not, go back to DMWAIT instead of
  taking ABENDU3016.
  

Local fix

• STRRTC - 350416
  RS / RS
  Circumvention:
  Generally this abend occurs during C:D Statistics Stress.  If
  this is the situation then increase the C:D Init Parm -
  STAT.QUEUE.ELEMENTS
