  Description:
  -----------
  With the 'Properties Pane' open, attempts to use the IBM
  Rational System Architect 'Go To Parent Diagram', 'Go to Child
  Diagram' and 'Go To Top Diagram' menu commands, result in all
  IBM Rational System Architect menu commands to fail.  This issue
  is known to occur in two scenarios:
  Scenario #1: With a standard encyclopedia parent and child with
  any diagram type.
  Scenario #2: With a Department of Defense Architecture Framework
  (DoDAF) Activity Based Methodology (ABM) encyclopedia parent and
  child with Operational Activity Model (OV-5) diagrams.
  
  Impact:
  ------
  This means Parent/Child diagram navigation is not working as
  expected and it is also not possible to use any other IBM
  Rational System Architect menu commands.
  
  Steps to reproduce:
  -----------------
  This issue can be reproduced using either of the two scenarios:
  Scenario #1: With a standard encyclopedia parent and child with
  any diagram type.
  Scenario #2: With a DoDAF ABM encyclopedia parent and child with
  OV-5 diagrams.
  
  Scenario #1: Standard encyclopedia parent and child with any
  diagram type:
  1) Create a parent diagram with a symbol.
  2) Use the symbol to create a child diagram and leave the child
  empty.
  3) Close both diagrams.
  4) Open the 'Properties Pane'.
  5) Open the parent diagram.
  6) Right-click on the symbol and use it to open the child
  diagram.
  7) Right-click on the child diagram white space and use it to go
  back to the parent diagram.
  8) The IBM Rational System Architect menu commands appear to be
  disabled. For example 'Tools | Preference' fails to pop up a
  dialog. 'Help | About', 'Go To Parent Diagram', 'Go To Child
  Diagram' and 'Go To Top Diagram' also fail.
  
  Scenario #2: DoDAF ABM encyclopedia parent and child with OV-5
  Activity Model diagrams:
  1) Open the IBM Rational System Architect samples encyclopedia
  DODAF_ABM.
  2) Ensure the 'Properties Pane' is open.
  3) Open the OV-05 Activity Model diagram 'Context - Manage UAV
  Data Acquisition'.
  4) Select the symbol 'Manage UAV Data Acquisition'.
  5) Right click and select 'Go TO Child Diagram'.
  6) Select Child Diagram 'Manage UAV Data Acquisition OV-05
  Activity Model'.
  7) Click on open.
  8) Right click on the white space of the child diagram.
  9) Select 'Go TO Parent' menu command.
  10) On the parent diagram, notice that the IBM Rational System
  Architect menu commands fail.
  
  Expected Results:
  ----------------
  All the IBM Rational System Architect menu commands to function.
  
  Actual Results:
  --------------
  All the IBM Rational System Architect menu commands fail.
  
  WORKAROUNDS:
  - Close the 'Properties Pane' then all IBM Rational System
  Architect menu commands will work correctly.
  Or,
  - Close each diagram then menu bar menu items work.
  

Local fix

Problem summary

  Rational System Architect "Go To Parent Diagram", "Go to Child
  Diagram" and "Go To Top Diagram" menu commands, result in all
  IBM Rational System Architect menu commands to fail.
