  If multiple clusters are used, then one cluster will invoke
  operations (for example: remove node) that causes another
  cluster to violate its settings (for example: minimum
  instances).
  

Problem conclusion

• Code changes were made such that elasticity operations are
  only invoked if the changes do not negatively impact all of the
  involved dynamic clusters.
  
  For WebSphere Virtual Enterprise Version 7.0, this code change
  is targeted for Fix Pack 7.0.0.3.
  
  For WebSphere Application Server Version 8.5, this code change
  is targeted for Fix Pack 8.5.0.2.
