  Possible WA is to introduce an empty CHAPTER statement in the
  base definition:

Local fix

Problem summary

• Not possible to add properties into a SUBDEFINITIONs
  Introduction tab
  
   Scenario 1: properties added to last chapter specified in
  preceding block for the same type
   Scenario 2: Duplicate Introduction tab reported
  

Problem conclusion

• Scenario 1: Behavior as designed; when not specifying a
  containing chapter, properties will be added to the last chapter
   recorded against the definition, this is not necessarily the
  last one specified as you could have a specification for an
  existing chapter.
   Scenario 2: fixed; no duplicate tab appears, the new property
  is present in the Introduction tab
