PM74520: REDUNDANT STORAGE INITIALIZATION IN MESSAGE FORMAT SERVICE (MFS)

Error description

• When MFS starts to process a message, it always initializes its
  temporary storage with hexadecimal zeros. This is not always
  required because temporary storage has already been initialized
  when it is acquired using GETMAIN. This redundant storage clear
  increases CPU load.
