• When rebinding package, it could ran into infinite loop during
  deleting rows in SYSIBM.SYSPACKDEP

Problem conclusion

• REBIND has been modified to prevent the infinite loop.
  If REBIND results in an infinite loop, the thread may be
  cancelled to end the infinte loop.
