Error description

• Service Integration Bus (SIB) needs to print a warning message
  at the system out log when the High Availability (HA) manager
  is not available.

  *                      warning message when a Messaging        *
  *                      Engine is running in a clustered        *
  *                      environment and the HA Manager is not   *
  *                      available.                              *

  * RECOMMENDATION:                                              *
  ****************************************************************
  When the Messaging Engine is starting, it will check if it is
  part of a clustered environment. If it is part of a clustered
  environment, it will check if the HA Manager is running or
  not.
  

Problem conclusion

• When the HA Manager is not running SIB will log a warning
  message and try to start the Messaging Engine.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 7.0.0.27, 8.0.0.5 and 8.5.0.2.  Please refer to the
