Error description

• Tooltips for the left and right arrow buttons in Report Editor's
  Categories tab are incorrectly reversed in both the Japanese and
  English UI:
  
  To reproduce the issue:
  1) Open up AppScan Source for Analysis
  2) Go to Report Editor view
  3) Click on the Categories tab.
  4) Hover the mouse cursor over the right and left arrow buttons
  and notice that the tooltips are reversed (both in Japanese and
  English UI).
  
  Left arrow states:
  'Make the selected category a subcategory'
  
  Right arrow states:
  'Make the selected subcategory a category'
  
  The tooltips should be reversed.
