PM73906: Default build descriptor setting is required for every program call when debugging

Environment: Windows Product name: IBM? Rational? Business Developer Program Version : 8.5 Description. The EGL debugger produces a pop up dialog box to specify the default build descriptor for every program call to artifact within an ELGAR even if this has already been set at project level within the workspace, or via the default descriptor settings in preferences. Where multiple program calls are included the same dialog appears with a 'Program xxx does not have a default debug build descriptor specified' message. The user can then check the box to set the selection as the default descriptor in the pop up but as soon it hits another call statement the same dialog appears and requires to be set to continue debugging. Where many called programs are included this can be very time consuming for users.
When calling a program located inside an eglar, the default build descriptor for the part's project was not being resolved correctly so the user was being prompted to select the build descriptor to use on the call.
The default build descriptor from the eglar part's project is now being resolved and the user is not prompted to select a build descriptor.
