Error description

• When we just have a Site (top level siteArea) for the path, we
  get the defined content, and then do some  additional DB query
  lookup that looks to be Project related.  If we aren't doing a
  Project Preview, we shodul just use the default content defined
  on the SIte.

Problem conclusion

• code was changed to check for project preview and skip
  unnecessary db access if we are not previewing a project.
