PM73572: Adding an extra parameter in the URL when debugging EGL RUI, hangs the browser and produce 'Could not render UI' error

  Description
  If you use the EGL RUI function to debug in external browser the
  browser will start up the URL like :
  
  http://localhost:5590/URLParmErrorInDebug/dl/test/urlparm/MyRui.
  html?contextKey=8
  
  If you add a parameter to this URL like
  
  http://localhost:5590/URLParmErrorInDebug/dl/test/urlparm/MyRui.
  html?contextKey=8?myparm=test
  
  and refresh, the EGL debug don't responce and dump after some
  time

  In RBD 8.5 and before, if you use the EGL RUI function to
  debug in external browser and add a parameter to the URL,
  then refresh, the EGL debug doesn't responce with runtime
  error.
  

Problem conclusion

• In RBD 8.5.1 and later, add a parameter to the debug URL of
  RUI program and it will run correctly.
