APAR status

• Closed as program error.

Error description

• When trying to start the CIN using DNI_SYSOP service (which
  is recommended), but the CIN is already started, event DNFO9047E
  is issued.
  It just informs the user, that the CIN cannot be started as it
  is already active.
  No action is required.... though the event is marked a E
  (eventual action), and causes alerts at customer sites.
  
  Therefore, DNFO9047E should be changed to DNFO9047I
  

Local fix

• Remove DNFO9047E from the monitoring for MSIF.
