PM71132: was_common_deploy_install_app searchs for application EAR file at incorrect scope

APAR status

• Closed as program error.

Error description

• When executing was_common_deploy_install_app at the cluster
  scope, the action searches for the ear at the Cell scope rather
  than the cluster structure. This results in the action failing
  since it can not locate the EAR file which exists at the cluster
  scope where the action is being executed.
  
  Defective behavior
  Execute action at cluster scope and incorrectly look for the EAR
  and properties file at the cell scope
  
  Expected behavior
  Execute action at cluster scope and locate EAR and properties
  file at the Cluster scope

  When running the was_common_deploy_install_app action
  against the cluster scope, it would first check the cell for
  the application and properties, but it should check the
  cluster first since that is the scope the action is
  executing against.
  

Problem conclusion

• The was_common_deploy_install_app action was updated to
  check for the application at the cluster scope first, when
  run in cluster scope. Messages were added to improve
  serviceability.
