PM71094: Re size from VISIO 2003 OLE object not possible in DOORS 9.3.0.7 and DOORS 9.4

Error description

• Resize of VISIO 2003 OLE object not possible.
  
  To recreate:
  
  - create a simple Visio Document with a big content
  - open DOORS 9.3.0.2 Client and create Project and Module
  - in the module create a object
  - in the object insert an Ole object with before created Visio
  2003 document
  - if you now double click on the imported Visio document you can
  see a black frame where you can re size the document
  - install now DOORS 9.3.0.7
  - open the new installed DOORS Client go to the module and try
  to re size the Visio Ole object - it is now not possible

• The code has been changed so that Visio OLE objects can now
