Error description

• When viewing an extended format dataset with a template, and
  specifying a field value for record selection criteria, all
  records are displayed instead of the specific record requested.

Problem conclusion

• When the "Length error" option is selected and a record does not
  pass any criteria or match the length of any other layouts
  without criteria then it will be flagged with a length error and
  it will be associated or identified as the first layout that
  does not have criteria.
