PM70206: SA crash if user does not have permission to default encyclopedia

• Closed as program error.

Error description

• If user does not have access to the default encyclopedia SA
  crash without meaningful information.
  
  Workaround:
  
  Change user default encyclopedia before removing access rights.

  SA crashes if user rights are removed - but only for
  non-admin Windows user accounts.
  

Problem conclusion

• Very strange chain of events causing SA to crash.  Made it
  cope cleanly with the error.
  
  First time trying to open the encyclopeda, get the message:

  'USVM-SADEVSQLEXPRESS2008'.

  Either the selected encyclopedia was of an unrecognized
  type, or the server would not accept the login.
