PM70129: SA Publisher gives error. SOA.rpt file list separator in French locale

Error description

• Description:
  ---------------
  SA. 11.4.2 French locale.
  User get an error as soon as configure SA Publisher, once click
  OK on the error message and run the Publisher another error
  appear.
  Then the reports run and the website is generated but cannot
  confirm how accurate the information produced is.
  The cause is the SOA.RPT file under:
   C:\Program Files\IBM\Rational\System Architect Suite\SA
  Publisher\Reports folder.
  The decimal separator and listseparator needs to be defined
  prior to pagesize.
