APAR status

• Closed as program error.

Error description

• When executing the RAF action was_common_configure_start_dmgr,
  and the attempt to start the dmgr fail with 'Result 255', the
  action will be marked as 'BUILD SUCCESSFUL'.
  This can occur if the dmgr experiences a partial startup or if
  the dmgr is already started.

  Steps to reproduce:
  
  - Configured RAF installation with configured WAS environment
  - Manually start WAS dmgr
  - Execute RAF action was_common_configure_start_dmgr via rafw.sh
  script.
  
  Expected result:
  
  Action is marked as failure if any issues are encountered during
  startup resulting with 'Result 255'.
  
  Actual result:
  
  Action is marked as 'BUILD SUCCESSFUL'
  

Local fix

  Running the action was_common_configure_start_dmgr will
  always succeed, even when the action did not start the dmgr.
   The failure could have been due to the dmgr already being
  started or some other issue.  This false success caused the
  user to believe the dmgr was running when in fact the action
  had failed.
  

Problem conclusion

• The action has been updated to fail when there is a failure
  to start the dmgr, regardless of the reason that the action
  failed to complete successfully, including when the dmgr was
  already running.
