Error description

• Pack for HIPAA 4.4.0.1 has the executable for the WebSphere
  Transformation Extender 8.3 install that is incorrectly named
  as "hipaa_4401_81.exe" instead of "hipaa_4401_83.exe".
  

Local fix

  Circumvention: Use the "hipaa_4401_81.exe" to install the Pack
  for HIPAA 4.4.0.1 with WebSphere Transformation Extender 8.3.
  The "hipaa_4401_81.exe" file can also be manually renamed to
  "hipaa_4401_83.exe".
