Error description

• Environment variable _CMDSERV_BASE_HOME not set in rsed.envvars
  

Local fix

• add the following to the end of rsed.envvars
  _CMDSERV_BASE_HOME=$CGI_ISPHOME
  _CMDSERV_CONF_HOME=$CGI_ISPCONF
  _CMDSERV_WORK_HOME=$CGI_ISPWORK

     compatibility statements
     _CMDSERV_BASE_HOME=$CGI_ISPHOME
     _CMDSERV_CONF_HOME=$CGI_ISPCONF
     _CMDSERV_WORK_HOME=$CGI_ISPWORK
