PM68731: STATISTICS ADAPTER C&DS 4.2.1 DOES NOT SUPPORT POLISH CHARACTERS IN PUBLISHED SPW

Error description

• You work with IBM SPSS Statistics 20.0.0.2 and Collaboration &
  Deployment Services C&DS 4.2.1.3 installed on a Windows server
  64 bit. The correct Statistics Adapters for 20.0.0.2 64 bit are
  installed as well.
  
  In Statistics you created some pivot tables with layer
  categories including text with Polish characters. You publish
  the output into the repository and view the SPW file in PEB
  browser.
  As soon as you would like to switch a layer category to display
  another layer you get an error displayed on PEB and in the
  server log:
  ! A server error occurred while applying the action'
  
  If you click on 'more' next to the error you get :
  
  org.apache.xerces.impl.io.MalformedByteSequenceException:
  Invalid byte 2 of 4-byte UTF-8 sequence. at
  org.apache.xerces.parsers.DOMParser.parse(Unknown Source) at
  org.apache.xerces.jaxp.DocumentBuilderImpl.parse(Unknown Source)
  at javax.xml.parsers.DocumentBuilder.parse(Unknown Source) at
  ... etc.
  
  You do not get this error when you switch layers on pivot tables
  with English characters on the table, only with Polish
  characters.
  This issue was reported to IBM SPSS Development.
  

Local fix

• This issue will be addressed in the next Fix Pack for release 21
  (21.0.0.1). Please refer to the Fix Pack schedule at
  http://www-01.ibm.com/support/docview.wss?uid=swg21599157 for
  information on upcoming Fix Packs.
  
  If you encounter the issue described above for release 20.0.0.2
  please open a Service
  Request with IBM SPSS Technical Support. An Interim Fix was
  developed for customers who need the fix prior to the next
  upcoming Fix Pack.

  Note: Interim fixes are limited corrections to specific issues
  reported by one or more customers. They are normally sent only

  urgency Interim Fixes undergo only targeted testing of specific
  fixes, not full regression testing. If the fix is not urgently
