PM68421: Drop down list does fails to remove requirdness decoration if populated a second time via hook.

Error description

• Steps to reproduce.
  
  Start with the defect tracking schema.
  
  1. Create a field with a constant list. (make the submit
  behavior mandatory)
  2. Create a recordscript hook that sets the field value to one
  of the constant list values.
      the hook only needs the following.
  
          SetFieldValue 'fieldname','constant value'
          Validate()
  
  3. Add the field to the submit form
  4. Create a button on the form that runs the hook.
  
  To test the issue.
  
  1. Login using the web.
  2. click the button to populate the field.
  3. delete the value in the field and you will get a message
  (about the value being invalid)
  4. Click the button again and the field will populate.
  
  You will then notice that the requiredness does not change when
  the field is updated.
  The only way is to click the dropdown button.
  You do not have to select the value in the list.
