Non admin user cannot use SA OSLC Feature

Problem conclusion

  • Non admin user cannot use SA OSLC Feature. In 11.4.2.1 the SAPo
rtServiceRegstration utility is run from the installer.

Note: If running on Windows Server 2008 R2, you must enable .Net
3.5.1 services before running the SA installer. The install wil
l work fine without, but no .Net apps will work (i.e. this utili
    ty or SAREST\SAOSLC).

The utility basically executes commands using the netsh/httpcfg
so that service get registered for the port consumer by SA as OS
    LC Consumer.
We need to execute either one of the utility netsh/httpcfg depen
    ding on the OS.

The netsh utility is installed by default on following OS
    1) Windows 7 Professional (64 bit), Windows 7 Enterprise(64 bit)
    2) Windows Server 2008 Enterprise (64 bit)
    3) Windows Server 2008 R2 Standard (64 bit)

The httpcfg utility is optional on some OS and is used for setti
ng on Win2k3/Winxp. so if it is not there you may need to instal
    l from http://www.microsoft.com/en-us/download/details.aspx?id=1
    8546

    or

    http://www.microsoft.com/en-us/download/details.aspx?id=15326

    Workaround:

Either use Run as administrator option or disable UAC on the mac
    hine

The SAPortServiceRegstration utility is also available as a test
     fix at

    ftp://ftp.software.ibm.com/software/rational/private/RSA3-z13HJX
