PM64200: IBM RTC on z/os MVS dataset cannot be browsed from TSO when zLoad is running

Error description

• If a user browse a dataset, the build fails as the Build
  Forge Agent tries to gain exclusive access to the data set
  during the allocation.  This only occurs if the data set is new
  and is being allocated by the build.
  Code was changed to release the data set after allocation is
  complete and to allow the data set to be shared.

  During an IBM Rational Team Concert 3.0.1.3 build on z/os,
  if a developer browses a dataset, the build fails as the
  Build Forge Agent tries to gain exclusive access to the data
  set during the allocation.  This only occurs if the data set
  is new and is being allocated by the build.
  Code was changed to release the data set after allocation is
  complete and to allow the data set to be shared.
  

Problem conclusion

• To allow the browsing of a dataset on TSO during a zload
  with newly created ds AND to minimize the eventual "bad side
  effects" of changing how to allocate a new ds, I've made a
  light change: when a dataset is new it is allocated as
  previously but immediately freed and immediately allocated
  as an existing dataset (so in a share mode).
