  The existing OPEN routine in FSDYNIO0 module does not properly
  preserve the DCB information when output file is a PDS member.
  It clips it with values defined in the program. I.e., if
  output file record is partially defined, a partial record
  length and block size are forced.
  

Problem conclusion

• FSDYNIO0 program was changed to preserve the DCB information
  when output is a PDS member.
