Error description

HTTP Server Plugin configuration file generation might be
notably slower than in WebSphere Application Server V6.1, due
to the scanning of application modules for JAX-WS webservice
annotations.

Plugin generation can be slower for several reasons, this APAR
addresses only one.
Each module in each installed application was being scanned
for annotations and metadata, to determine if there were any
JAX-WS webservice URL patterns that needed to be placed into
the plugin config file.
This scan occured even for modules where it was not necessary,
such as pre-j2ee5 modules and modules with metadata-complete
set to true.
The additional unnecessary scanning could add time to plugin
generation in some scenarios.

Problem conclusion

The scanning algorithm is updated to return quickly without
doing any scanning if the module is of a type or configuration
that cannot contain JAX-WS webservices.

Note that if the JVM property
com.ibm.websphere.webservices.UseWSFEP61ScanPolicy
has been set to true, all modules will still be scanned and
this APAR will have no effect.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.25 and 8.0.0.4.  Please refer to the
