  There is currently no way to prevent
  the Autonomic Request Flow Manager
  (ARFM) from running and consuming cycles when ARFM
  is not required.
  

Problem conclusion

• The cell custom property arfmControllerDisable has been added
  to allow this feature. Set its value to true to disable ARFM.
  The cell custom property arfmManageCpu must be set to false
  when using this option. In this mode ARFM will supply no
  statistics to the administrator console display, or to the
  Automatic Placement Controller. To continue to use the
  Autonomic Placement Controller, set the cell custom property
  APC.predictor to CPU.
