Errors while building mod_perl against IBM HTTP Server 7.0:

modperl_config.lo
modperl_config.c: In function "modperl_config_insert":
modperl_config.c:525: error: "OPT_INCNOEXEC" undeclared

Local fix

Problem summary

* USERS AFFECTED:  Users building mod_perl for IBM HTTP Server *
*                  V7.0                                        *
****************************************************************
* PROBLEM DESCRIPTION: Current levels of mod_perl don't build  *
*                      against current levels of IHS V7 due to *
*                      differences between IHS and Apache.     *
****************************************************************
* RECOMMENDATION:  Apply this fix if mod_perl build fails      *
*                  because "OPT_INCNOEXEC" is not recognized.  *
****************************************************************
mod_perl requires this symbol, OPT_INCNOEXEC, which is not
exposed in IHS.

Problem conclusion

IHS was modified to synch up with Apache on these mod_include
related symbols for the benefit of third-party modules such as
mod_perl.

This fix is targeted for IBM HTTP Server fix packs:
 - 7.0.0.23
 - 8.0.0.4
