Takes long time for RAA Home page to render

Local fix

Problem summary

For sites with very large volumes of metadata, loading the Home
page can be slower than expected due to queries and other
activity used to build the page, including rendering the
dashboard graphics.  From the browser interface, users are
delayed in navigating and performing tasks while the waiting for
the page load to complete.

Problem conclusion

Introduced a configurable setting in Common.cfg for optionally
displaying the dashboard widgets on the Home page.  Default
value is true; changing the value to false and restarting the
application server will cause the Home page to no longer display
the dashboard widgets.  This setting affects only the Home page,
Common assets tab.  The dashboard widgets on the other tabs will
still be displayed.
