  In some cases, the On demand router doesn't route requests to
  WebSphere CE aplications even when they are active because the
  middleware agent fails to mark WebSphere CE application up in
  certain situations.
  

Problem conclusion

• Retry logic was added to the code that determines the status
  of applications installed on a WebSphere CE server after it is
  started. The number of times and time between retries is
  configurable by the custom WASCEAppStatusRetryCount and
  WASCEAppStatusRetryDelayTime, respectively. The default values
  for the these properties are 3 and 10 seconds. These custom
  properties can be set at either cell, node, or server level.
