Error description

• Updates made by other users of the HourGlass Control Center for
  TSO/ISPF not being displayed on the HourGlass Controls Overview
  panel
  
  RECREATE:
  
  USER1 starts AGGCX anew and does a modify user of IMS CEs to
  display his CEs.
  
  USER2 starts AGGCX anew and does a modify All of USER1 IMS CEs
  
  Both lists are identical
  
  USER1 goes in and creates a new IMS CE, Enables it, and does a
  Save and Activate
  
  The new CE is seen in USER1's list of IMS CEs.
  
  USER2 goes out to the Option Menu, then does a MODIFY ALL of
  USER1's IMS CEs and DOES NOT See the updated new  IMS CE created
  by and for USER1.
  
  USER2 goes out to the option menu and does a MODIFY USER and
  creates a new IMS CE for USER2.  He enables it and does and Save
  and Activate
  
  USER2 goes back and does a MODIFY ALL of USER1 IMS CEs and DOES
  NOT see the updated new IMS CE created by and for USER1.
  
  If Both Users exit out at this point and re-enter to view the
  USER1 CEs, the new IMS CE created by and for USER1 has been lost
  and is not seen.
