Problem summary
RAA code was making a query twice, once using READ_UNCOMMITTED (1), and a second time using the default (in most cases, REPEATABLE_READ (4)). The second read was redundant, and causing lock escalates.
Problem conclusion
RAA code was changed to not make the second call.
