PM45429: Possible Memory Leak during Execution - TLOG#67671

Error description

• You can find in the attached Project a test case example to show
  you the possible memory leak during the RTS execution. The
  project contains the ETSI IWD_11wk27 common modules and the
  modified TC 9.3.3.1.
  
  The purpose is to execute several times the Cell configuration
  function  f_EUTRA_CellConfig_Def , where is simulated the cell
  configuration using different  send  events. In the  Adapter
  Files customer have developed a fake encode, it always returns
  t3rt_codecs_result_succeeded_c  and  it only creates a new
  instance of value, a new binary string and assigns the value.
  The functions  t3rt_binary_string_allocate  (create a new binary
  string) and  t3rt_type_instantiate_value  (create a new
  t3rt_value_t) use the temporary allocation strategy.
  If you compile,  built the project and execute it, you can see
  how the used memory for  LTE_EPS_TS_Testcases.exe  grows
  continuously. For that you can use the windows Tasks Manager or
  another Tasks Manager.
  
  
  Customer also have noticed that the used memory for
  LTE_EPS_TS_Testcases.exe  also grow even if the
  t3rt_encode_test  does not implement any    sentence. And it
  also occurs if you configure the built-in codecs.
