The problem occurs when the server is trying to send a large
number of SIP messages at a high rate, and the underlying TCP
connection cannot keep up with the load. Over time, this may
lead to memory exhaustion, since there is no limit on the
queue size.

Problem conclusion

The problem is fixed in the SIP container code, by placing a
limit on the number of messages queued for delivery, per
connection. If the queue overflows, the connection is
closed down, rather than exhausting the entire server memory.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.21 and 8.0.0.2.  Please refer to the
