PM43788: ENABLE DYNAMIC RANGE FOR AXIS IN PROGRESSIVE CHART

Error description

• When using the Progressive chart report with "Use Legacy Chart
  Authoring" un-checked, no minimum value set for the axis range
  and "Include zero" un-checked, it still shows the "0" in the
  chart axis.  Manually entering a minimum value and then running
  the report shows the minimum value in place of the "0" (as
  expected), however the chart columns extend below the
  baseline.????When using the report with "Use Legacy Chart
  Authoring" enabled and the same two options listed as above, the
  report shows the columns starting from the base of the chart
  with the minimum value showing instead of the "0" value.????This
  appears to be a defect with the report when using it in
  non-legacy chart mode.  Customer would like to use the chart in
  non-legacy mode but does not want the bars to extend beyond the
  baseline.  ????He also wants to know if it is possible to either
  have the axis range dynamically determine the minimum value from
  the datasource it is reporting against, or if there is a way of
  entering a parameter value into the report at runtime to state
  what the minimum value is to set the axis level.
