Error description

Cross-cell invalidations only work for the baseCache cache
instance.

The cache instance name in the message that flows between
application servers has the baseCache instance name hard
coded in the message.  Only cross-cell invalidations in the
baseCache work.

Problem conclusion

The correct cache instance name will now be populated in the
cross-cell invalidation messsage.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.21 and 8.0.0.1.  Please refer to the
