Error description

Processing of files of an web module archive (WAR file) includes
steps to process nested archives.  Current processing notes java
archives and ZIP archives (JAR files and ZIP files) which are
outside of the WEB-INF/lib directory, and lists the entries of
these archives.  The listing is unnecessary and causes a
degradation of  performance.

When deploying an application containing WAR files, the
deployment may be delayed by the incorrect opening of archives
outside of the WEB-INF/lib directory. JAR and ZIP files outside
of WEB-INF/lib in a WAR file do not need to be opened.
This issue is a performance problem only and displays no
errors. There is no functional impact to the incorrect
inspection of these archives.

Problem conclusion

There is no workaround for this issue. The loading of
applications has been modified to not expand unnecessary JAR
and ZIP files.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.23 and 8.0.0.3  Please refer to the Recommended
