  ClearQuest 7.1.2 does not work with Outlook 2010.  No emails are
  sent.  If you copy the libraries from Outlook 2007, this
  sometimes works.  There were changes in the libraries from
  Outlook 2007 and ClearQuest needs to be changed to work with
  Outlook 2010.

  ClearQuest E-Mail Notification with MAPI does not work with
  Microsoft Outlook 2010.
  

Problem conclusion

• ClearQuest MAPI support with the CQ Email 1.x package uses
  the Microsoft Collaboration Data Objects (CDO) library.
  Because Microsoft  dropped support for CDO in Outlook 2010
  (see http://support.microsoft.com/kb/2028411), we
  reevaluated our CQ Email MAPI strategy.
  
  In CQ 8.0.0.3, we ship the EmailPlus 2.1 package with
  EmailRelay support.  CQ now provides an enterprise level
  e-mail solution with server to server communication and
  avoids the need for email clients like Outlook 2010.
