Error description

• Defect 24188
  The design for ESI over IPIC (LID 711) states that the
  capability exchange response (IS 2) will have a bit
  'is_eci' set if the CICS region is able to support ESI
  requests from the partner.

  This bit is currently not set on the capability exchange
  response meaning the connection initiator does not know
  whether IS9 requests sent to the region will be honoured
  or cause a failure.
