• Regarding the Passivation listener, there is a bug that causes
  it to not get called if there are not SipSession related to the
  SipApplicationSession.

Problem conclusion

• The SIP Application Session passivation listener is now called
  even if the SIP Application Session has only HTTP sessions
  
  The fix for this APAR is currently targeted for inclusion in
