Messaging is considerably slower sending and receiving messages
via an inter-bus link configured between two WebSphere cells
with tracing enabled.

*                      a bus configured in a different cell.   *
*                      This large delay is only seen when      *
*                      the trace string SIBMessageTrace=all    *
*                      or SIBMessageTrace*=all is turned on.   *

A trace output containing the name of the messaging engine on
the other bus could not be obtained from the config service due
to the messaging engine being in another cell. Due to this
scenario the config service took a number of seconds (from 20
to 80 seconds) to return, meaning the sending of the message
over the link was delayed.

Problem conclusion

This APAR alters the code so that it does not attempt to obtain
the name of the messaging engine for a trace output when that
messaging engine is on another Bus.

The fix for this APAR is currently targeted for inclusion in
fix pack 6.1.0.41, 7.0.0.19 and 8.0.0.1.  Please refer to the
