When JAX-WS WS-Security receives a SOAP message that includes no SOAP headers, the following message is issued: CWWSS5048E: One of the SOAP Header elements is required. The exception is ambiguous and does not provide more details on what exactly is required.

This exception can be confusing and may lead users down the wrong path during problem determination. It is also possible that a different error message is issued, such as "required token not found", when the root cause is actually that the SOAP header is missing from the message.
Problem conclusion
The JAX-WS WS-Security runtime is updated so that, when there is no SOAP header element present in the SOAP message, the following errors will always be logged in SystemOut.log: "CWWSS5048E: One of the SOAP Header elements is required." "There are no Header elements in the inbound SOAP message, so there is no Security header to process." If Timestamp is the only inbound security constraint configured, the following message will also be logged: "Timestamp is the only inbound WS-Security constraint configured and it is required. The Timestamp should be transmitted in a SOAP Security header." The exception and text that is transmitted in the SOAP Fault remains unchanged. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.19.
