APAR status

• Closed as program error.

Error description

• If sending successive re-INVITES on the same call leg before the
  first has completed, the SIP container does not block the
  successive re-INVITES with an error.
  
  According to the RFC, the successive re-INVITES should receive
  a 500 error with a retry-after header.

  The SIP Container receives a second INVITE before it sends the
  final response to a first INVITE on the same dialog and
  does not return a 500 (Server Internal Error) response to the
  second INVITE (as mentioned in section 14.2 in RFC 3261).
  In TransactionUserImpl, when processing a UAS request, we
  do not check if there is a final response to a previous INVITE
  on the same dialog.
  

Problem conclusion

• In TransactionUserImpl, when processing a UAS request, we now
  mark each INVITE as non-final till we get final response. In
  addition, we check if there is a previous INVITE with non-final
  response, and if so - we send a 500 error with Retry-After
  header with a randomly chosen value of between 0 and 10 seconds.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 1.0.0.11. Please refer to the Recommended Updates
