  If a call to format-number is made where the 3rd argument
  refers to a decimal-format for which there is no definition,
  the processor falls back to using the default decimal
  formatting rules instead of raising an error.
  

Problem conclusion

• The processor now issues a suitable error message such as "The
  named decimal-format '{http://www.example.com/one}myminus'
  referenced in a format-number() call was not found."
