Error description

When creating 200 plus webserver using a script the creation
time increases to over 3 minutes.

The problem was that when a cmskeystore is created, the
Application Server was adding the list of default signers
created for this keystore into the cell's truststore. As the
number of cmskeystores increases, the time it takes to add
these signers becomes too large due to underlying pkcs12
keystore load time.

Problem conclusion

We removed the unnecessary addition of the default
cmskeystore signers into the cell default trust store. These
signers are not necessary, trust is established through
copying the root signer of the cell to each newly created
entity in the cell.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.19.  Please refer to the Recommended Updates
